I agree he is being kept inside to be made an example of & on paper he probably should have been released by now... But the guy is a massive wrongun, read his book "without conscience", he admits to so many appalling things and displays such an antisocial disposition (rationalises every bad thing he does like its no biggy), that really you can only conclude jail is the best place for him
